    • Section 1 and 2 : Short title and definition
    • Section 3(1): Use of English may continue in addition to Hindi for the communication between union & a state which has not adopted Hindi as its official language after 15 years
    • Section 3(2): Translation shall be provided till such date the staff acquired working knowledge in Hindi.
    • Section 3(3): Documents, issues from the offices of Central Government which are permanent in nature or have concern with many people shall be prepared and issued in bilingual form only.

    • Section 11: Bilingualisation of StationeryAll manuals, codes and other procedural literature shall be printed or cyclostyled, as the case may be, and published both in Hindi and English
      .The forms and headings of registers and files shall be in Hindi and in English.
